Culture is not a mood. It is a set of observable behaviors that can be tracked and improved.

Leaders who say culture cannot be measured are usually measuring the wrong things. Sentiment surveys capture how people felt during a particular week. Behavior captures how the organization actually operates.

Four observable indicators

How long a known problem takes to reach a decision-maker. How often a decision is reversed after implementation. How many people speak in a meeting where the senior leader is present. And whether departures are explained honestly to the people who remain.

Health shows up in latency — how fast the truth travels toward the person who can act on it.

Track those four for two quarters and the organization's real operating culture becomes difficult to deny.
